Fallback for xhttp not working

Hello! Does anybody know how to make fallbacks work for xhttp inbound? https://xtls.github.io/en/config/features/fallback.html - this works fine when network is tcp or ws, but for xhttp no matter what I set as fallback when I open target page in browser I'm getting 404.
