If you have a GitHub Enterprise Managed User (EMU) account, reach out to your account manager or join this waitlist to get access to the feature - "Enterprise Access Restrictions" that enables you to configure your proxy and block access to GitHub.com with personal accounts. You must be an admin to enroll your enterprise and signing up does not guarantee access.
